I don't think you can, that's a google restriction I believe, just like Instagram - use flickr or imgur

Or the hosting here on BR if you're not inundating the forum with photos. If you're on mobile/tablet, that is.
It gets trickier on a desktop os (unless you're running Chrome OS where G Photos is integrated).

On mobile/tablet tap the paper clip/attachment button, then upload attachments, then Files>>>Google Photos and select your photo. Job done.
