Sorry in Ireland can mean anything from "move" to "can you repeat that" to utter passive aggressiveness to a demonstration of genuine empathy.
I think it's a sort of a filler word that gets used by people when expressing condolences and in the "sorry for your troubles" form comes - like many things - directly from Irish where people said 'sorry for your bereavement' (troibloid).1998 Porsche 911 3.4 Carrera 2 (996)

Some parent has let one of the kids out on the street with a vuvuzela or kazoo or something and the child has been giving the neighbourhood a one note performance for the past two hours like a duck with tourettes. Seriously, can't they go play Fortnite or some other digital murder simulator like normal kids?
