Everyone's entitled to use the public road, whether they're making a living or not. No one sits in the middle of the road on purpose - if you think cyclists do it on purpose then you probably don't cycle, or understand how to interact with cyclists:

Wankers 3 abreast on country roads. Apart from no consideration to others, they have no consideration for their own safety!
